First of all for making chutney take a mixer jar and put blenched spinach, coriander leaves, salt, sugar, lemon juice, ginger, green chillies and vati dal khaman pieces.
Now add in about 1-2 tbsp water and blend it well to make smooth chutney from it and keep aside.
Now for making masala take another mixer jar and put pepper powder, cumin powder, red chilli powder, rock salt, garam masala and chaat masala.
Now blend it well so all the spices get mixed nicely with each other then take out in bowl and keep aside.
Now wash the soaked chana dal in running water twice or thrice then put in mixer jar along with vati dal khaman and some water and blend till become smooth paste, make sure that batter should not be too thick or thin.
Consistency of batter should be like of dhokla batter, take out the batter in a bowl and keep aside to set for 3 hours.
After 3 hours add in ginger chilli paste, turmeric powder, salt, cooking soda and whip the batter nicely then add in 1 tsp oil and again whip it nicely.
Now put the batter in greased plate and put the plate in a steamer and stem it for 12-15 minutes, after 12-15 minutes turn the gas off and take out the hot locha in a serving plate using spatula.
Now put some oil or butter, onions, besan sev, green chutney and locho masala on it and serve the delicious surti locho and enjoy.
