First of all heat oil in a pan, when oil gets little hot add cumin seeds then add asafoetida, coriander powder, fennel seeds, red chilli powder, garam masala, ginger and mix all the spices well.
Now add in capsicum and tomatoes, mix well with all the spices then crush paneer with hands and add to pan, again mix it well and saute for few minutes.
Now add salt, lemon juice and fresh coriander leaves and mix well then turn the heat off and take out the stuffing in a plate and keep aside.
Now take split green gram batter add in ¼ tsp red chilli powder, ½ tsp fennel powder, ½ tsp coriander powder, salt as per taste, pinch of asafoetida and mix well.
Check the consistency if the batter looks thick then add around 2 tbsp water and mix well. (Consistency should be like as of Pakoras or fritters)
Now heat a tawa or griddle, put little oil on tawa then put some batter on tawa and shape it like dosa, cook it for few minutes, when it changes the colour put little oil on it then turn the side and cook this side for few minutes also.
Again turn the side and cook it little then put stuffing around 1 tbsp (put stuffing more or less as you need), now fold the cheela and take out in a plate.
Make all the stuffed cheela’s similarly and serve hot.
