First of all take a big mixing bowl then put wheat flour, powdered sugar, cardamom powder, sesame seeds and mix well.
Now add in water as per required and make thick consistency mixture from it, whip it nicely so there should be no lumps, keep the mixture aside for 10 minutes.
Now heat oil for deep frying, take little mixture in hand and directly put in oil, make small size ball shape of gulgula.
Fry the gulgulas till become nice golden brown, turn the sides so they can be cook nicely from every side.
Now take out the gulgulas in a serving plate and enjoy.
