First of all heat oil in a non stick pan, when oil get hot enough add sooji or rawa, roast it for 5-7 minutes or it turns into light brown colour at a medium low heat.
Now add milk and cook it till milk get reduced then add salt to taste, boiled corns, finely chopped green chilli, chilli flakes, some coriander leaves.
Turn the stove off and mix all the ingredients very well, shift the mixture into a bowl and let it cool at room temperature.
Make small balls from the stuff and keep it aside, in maida flour add salt to taste, pepper powder, water as per required and mix it well to make thin maida slurry.
Dip all the balls one by one in slurry then coat them with dry bread crums, now heat oil for deep frying, when oil get heated deep fry the balls on medium to high flame till the balls become golden brown.
Delicious sooji balls are ready to serve, garnish it with mint leaves and serve with green chutney or tomato ketchup.
